1. UPDATES ON BORDER MEASURES AND TRAVEL INSURANCE FOR PASSENGERS ARRIVING INTO SINGAPORE
With reference to PAL News Ref ADV21-025 25 JAN 2021, kindly see additional updates and details below from Multi Ministry Taskforce and Civil Aviation Authority of Singapore:
ON-ARRIVAL TESTING FOR TRAVELERS
Currently, Singapore requires all travelers who are not Singapore Citizens (SCs) or Permanent Residents (PRs), and who have recent travel history to high-risk countries/regions, to take a COVID-19 Polymerase Chain Reaction (PCR) test within 72 hours before departure. These travelers are then required to serve their Stay-Home Notice (SHN) upon arrival in Singapore, and they are tested at the end of their SHN.
From 24 January 2021, 2359 hours, all travelers including Singapore Citizens (SCs) and Permanent Residents (PRs) will need to take a COVID-19 PCR test upon arrival at Changi Airport, Singapore. Passengers who are exempted from PCR test upon arrival are:
a) Passengers aged six and below in the calendar year (e.g, those born in 2015 to 2021 are exempted);
b) Ships’ crew; and
c) Work Permit and S-Pass holders from the Construction, Marine and Process (CMP) sectors
The prevailing Stay-Home-Notice requirements, including the PCR test at the end of the SHN, will continue.
To expedite the COVID-19 PCR test at the airport, travelers are strongly encouraged to register and pre-pay for
their on-arrival COVID-19 PCR test prior to departing for Singapore at https://safetravel.changiairport.com.

INSURANCE COVERAGE
From 31 January 2021, 2359 hours, visitors applying to enter Singapore under the Air Travel Pass (ATP) and Reciprocal Green Lanes (RGLs) will need to have travel insurance for their COVID-19-related medical treatment and hospitalization costs in Singapore, with a minimum coverage of S$30,000. The travel insurance will help them pay for the costs of their medical treatment in Singapore. The visitors can purchase the travel insurance from Singapore-based or overseas insurers. 2. RE-ITERATION ON GUIDELINES FOR TRANSITING IN DUBAI PASSENGERS
Effective 31 January 2021, All UAE residents, GCC citizens, and visitors traveling to Dubai will need to do a pre-travel (before departure) PCR test, irrespective of the country they are coming from. Validity period of PCR tests had been reduced from 96 hours to 72 hours. Passengers coming from the Philippines will conduct a second
swab upon arrival in Dubai.
