THAILAND SEMI-COMMERCIAL FLIGHT
The Kingdom of Thailand has implemented border measures for travelers as the nation continues its unprecedented effort to stop or reduce the spread of local cases of Coronavirus Disease 2019 (COVID-19) infection in the country. Effective November 4, 2020, PAL will operate as semi-commercial flight to Thailand and all passengers on the flights must possess Certificate of Entry (COE). The whole process of issuing COE may take 7 – 15 days.
Passengers may access Thailand’s COE Registration System for permitted Thais and Non-Thais by November 2020 at https://coethailand.mfa.go.th.
Please refer to below process for passengers who wish to enter Thailand through PAL’s MNL-BKK flights on:

Pre-departure:
- Check whether you are one of the 11 permitted types who can enter Thailand (refer to list below).
- Plan a trip in advance and contact PAL to book your flight.
- Reserve an Alternative State Quarantine (ASQ) accommodation in Thailand (14 days) and get a Health insurance policy showing a minimum coverage for COVID-19 of not less than US$100,000 (Insurance not required for Thai Nationals).
- Prepare other necessary relevant documents as required for the different types of individuals.
- Contact the nearest Thai embassy or consulate to submit the documents and follow the terms and conditions for the flight bookings to obtain the “Certificate of Entry” (COE).
Upon check-in, passengers must present:
- Certificate of Entry (COE)
- Negative COVID-19 RT-PCR Test result issued within 72hrs prior to flight
- Fit-to-fly Health/ medical certificate issued no more than 72 hours before departure
- Health insurance
Upon arrival in TH:
- Pax will undergo the COVID-19 screening (symptoms and body temperature check).
- Download the tracing mobile phone app.
- Enter a 14-day local or state quarantine.

11 PERMITTED TYPES WHO CAN ENTER THAILAND:
- Thai nationals
- Persons with exemption or persons being considered, permitted or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, pertaining to necessity. Such consideration, permission or invitation may be subject to specified conditions and time limits.
- Persons on diplomatic or consular missions or under International organizations, or representatives of foreign government performing their duties in the Kingdom, or persons of other international agencies as permitted by the Ministry of Foreign Affairs pertaining to necessity, including their spouse, parents, or children.
- Carriers of necessary goods, subject to immediate return after completion.
- Crew members who are required to travel into the Kingdom on a mission, and have a specified date and time for return
- Non-Thai nationals who are a spouse, parents, or children of a Thai national.
- Non-Thai nationals who hold a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom
- Non-Thai nationals who have work permit or have been granted permission from government agencies to work in the Kingdom, including their spouse or children.
- Non-Thai nationals who are students of educational institutions approved by Thai authorities, including the parents or guardians of the students, except for students of non-formal educational institutions under the law on Private schools and of other similar private educational institutions
- Non-Thai nationals who are in need of medical treatment in Thailand, and their attendants. However, this shall not include medical treatment for COVID19
- Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country
ENTRY REQUIREMENTS FOR SHIP CREW GOING TO HONG KONG
In reference with ADV20-162 DATED 13JUL2020, a reminder of the requirements for Ships crew passengers entering Hong Kong.
With effect from 29 JUL 2020 until further notice only goods vessels with cargo operation will be allowed to enter the Hong Kong waters for crew change.
The shipping company/agent is required to comply with the following conditions:
a. Crew members arriving Hong Kong at the Hong Kong International Airport to sign-on goods vessels must have a negative result of SARS-CoV-2 nucleic acid test at an ISO 15189-accredited laboratory or a laboratory recognized by the Government where the laboratory is located with the specimen collected within 48 hours prior to boarding the flight to Hong Kong.
b. The shipping company / agent shall declare on the guarantee letter to be submitted to the Immigration Department that the crew member(s) concerned has/have been tested negative for SARS-CoV-2 nucleic acid with 48 hours prior to his/her of departure from the place of embarkation.
c. The crew is required to present the test report and guarantee letter to staff of Department of Health when he/she enters Hong Kong.
d. The crew is required to present MarDep’s approval letter. The shipping companies/agents should prepare at least one copy of the certification letter to be carried by each crew when arriving Hong Kong for submission to DH staff. e. Crew members who do not possess negative test results will be denied entry, and the shipping company / agent concerned are required to arrange these crew members to fly back to their originating country(ies) forthwith.
After entering Hong Kong, they must take a COVID-19 test at DH’s TSCC upon arrival at HKIA and wait for the results there.
It is strongly suggested to follow precautionary measures to minimize the risk of infection:
- Maintain good personal hygiene at all times and perform hand hygiene frequently.
- Reduce social activities and maintain appropriate social distance with other people as far as possible.
- Wear a surgical mask when required to work face to face with a public or in crowded area.

TRANSIT / TRANSFER SERVICES AT HKIA
With reference to ADV20-244 DATED 22OCT2020, please be guided on the transit requirements at Hong Kong international Airport (HKIA).
Transfer/transit services at HKIA will remain in effect, and they are recapped as follows:
1. Transfer/transit services be allowed for flights operated by different airline groups, on the condition that:
- passengers are booked under the same air ticket (separate tickets are not allowed)
- passengers have been checked through with both boarding passes printed and baggage tagged through to final destination;
- and that the operating airlines will communicate closely and implement all the required pre-flight checking and verification and in-flight safety measures; and
2. Layover time within 24 hours

Philippine Airlines will be mounting additional flights to and from Boracay on Tuesday, November 3, 2020. This is apart from the regular 2x weekly flights between Manila and Boracay every Friday and Sunday.
Only tourists from areas under General Community Quarantine (GCQ) or lower, apart from travelers from Western Visayas, are allowed to visit Boracay Island.
