3. PRE-DEPARTURE REQUIREMENT FOR INBOUND PASSENGERS TO SINGAPORE
The Multi-Ministry Taskforce of Singapore regularly reviews their border measures to manage the risk of importation and onward local transmission from travelers, taking into account the current situation in their source countries/regions.
To reduce the importation of cases from the Philippines, travelers who have recent travel history in the country within the last 14 days prior to entry will be required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure. Travelers will need to present a valid negative COVID-19 test result as a condition of approval to enter or transfer through Singapore.
This requirement will take effect for those arriving in or transferring through Singapore from 19 October 2020, 2359 hours. Travelers from Philippines entering Singapore will still be required to serve a 14-day SHN (Stay Home Notice) at dedicated SHN facilities and to take a negative COVID-19 test before the end of their SHN.
This requirement does not apply to passengers, who are:
a) aged 12 and below or
b) Singapore Citizens or
c) Singapore Permanent Residents
The test result memo must be from recognized laboratories in the Philippines that are internationally accredited or recognized by the respective governments. It must also be in English, and state the following:
1) the test result;
2) the date that the test was taken; and
3) the name, date of birth, nationality and passport number of the passenger as indicated in his/her passport.
Please note that the requirement to take a COVID-19 PCR test within 72 hours before departure from the Philippines is on top of other existing entry requirements for inbound travelers from the country. 4. RESUMPTION OF TRANSFER / TRANSIT SERVICES AT HKIA FROM MAINLAND CHINA
In reference with ADV20-198 dated 14AUG2020, on the resumption of transfer/transit services at HKIA FROM Mainland China.
Transfer/transit services at HKIA FROM ports in Mainland China resumed since 15AUG will continue until further notice. However, transfer/transit services TO destinations in Mainland China will remain unavailable.
Please be reminded that the current Requirements of transfer/transit services at HKIA will remain in effect, and they are recapped as follows:
1. Transfer/transit services be allowed for flights operated by different airline groups, on the condition that:
a. passengers are booked under the same air ticket (separate tickets are not allowed)
b. passengers have been checked through with both boarding passes printed and baggage tagged through to final destination;
c. and that the operating airlines will communicate closely and implement all the required pre-flight checking and verification and in-flight safety measures; and
2. Layover time within 24 hours;

No-entry restriction for non-Hong Kong residents remains unchanged according to Hong Kong SAR Government as below:
- The Hong Kong SAR Government restricts any Hubei residents, and non-Hong Kong residents who have visited the Hubei Province in the past 14 days upon arrival from entering Hong Kong since January 27, 2020.
- With effect from 0.00am on March 25, 2020 until further notice.
- All non-Hong Kong residents coming from overseas countries and regions by plane will be denied entry to Hong Kong; and
- Non-Hong Kong residents coming from the Mainland, Macao and Taiwan will be denied entry to Hong Kong if they have been to any overseas countries and regions in the past 14 days.

5. FLY TO NEW ZEALAND

The New Zealand government has launched the Managed Isolation Allocation System (MIAS) to allow entry of New Zealand citizens, permanent residence or critical workers beginning November 5, 2020. The system will ensure that passengers are allocated space in the government’s managed isolation facility.
Travelers are legally required to register at https://allocation.miq.govt.nz/portal/ and complete the following steps in booking your flight to New Zealand:
1. Create an individual/family registration
2. Hold your accommodation. Select your preferred arrival date. Your arrival date and 14-day stay in managed isolation will be held for 48 hours while you organize your flights.
3. Confirm your arrival details. Book your flights then return to the MIAS portal to enter your flight details. Your allocation in managed isolation will be confirmed.
4. Print or download your MIAS voucher which will be required at the airport to board your flight to New Zealand.
